The Taiwanese way: A possible marriage between SPRING and A*STAR/other government research institutions?

My Australia-educated friend happened to mention to me in brief about the Taiwanese promotion of enterprise and I also chanced upon such a discussion in one of the popular forums. The forum had a similar discussion in content to what my friend has mentioned. What I learnt was that as far as the Taiwanese way is concerned, it is quite common for the government research institutions to transfer technologies to the private sector. In Singapore's context, you can think of it as the transfer of a pioneering microchip technology developed under A*STAR to Creative Technology, a private enterprise, as one fictitious example.

I would believe such a matrimonial union between government and private enterprise is beneficial. The government certainly has the hired talents and resources to boost R and D, with a number of research institutions under its aegis. Whilst the private enterprise may or may not have the R and D expertise, it certainly has a good understanding of the market, including the taste of the customers. Consider this fictitious scenario. A*STAR happens to develop an elegant microchip that allows the Creative Zen to execute special functions, which has commercial impact. Creative Technology has a good understanding of the customer base, possessing a good knowledge of popular exterior designs of the Creative Zen that appeal to customers. Part of the profits from the sale of the Creative Zen can be channelled back to A*STAR as royalties for the intellectual property.

SPRING is tasked with the development of enterprises, and clearly R and D support from the government is seen as an ENABLING APPROACH to encourage their growth. Can we envision the marriage between A*STAR/other government research institutions that provide the R and D backbone and SPRING, whose goal is to develop local enterprise? Perhaps, Mr Philip Yeo, the outgoing A*STAR chairman and incoming SPRING chairman, and a prominent visitor in my little tavern would like to provide some inputs.

Getting married is a serious matter.

Monogamy is not always the best solution.

SPRING should aim to have many close girl friends of the likes of A*STAR, EDB, IES, MAS etc etc.

Polygamy does pay.

Wait for me to go to SPRING on 1st April 2007.

I agree with your analogy on polygamy. It would be good if red tapes can be blown away to foster a greater synergy amongst the whole range of government agencies with SPRING. In the article, I only spoke of a marriage between R and D bodies and enterprises, but yeah, you are right, other government agencies have a part to play as an enabling approach.

The chaps now running A*STAR, EDB, IES, MAS have worked with me for many moons.

I am counting on their help to SPRING to give HOPE and HELP to our SMES.

Better late than never. HOPE to Singapore as well.

When SMEs were too busy making $$$ in the 80s/90s, they grew and expanded but I am not sure if they internally strengthened to offer high value adds like ability to become Original Design Manfacturers. James

I dunno if they have overcome the barriers to consensual and mutual satisfaction and reward in performance appraisal across ministries/agencies.

I recalled TT announced one mth before he stepped down from politics that a new performance appraisal has been set up to take care of the above. Even so, it was slightly more than 1 year before then tat a PS proclaimed that ministries have difficulty working w one another.
